These instructions should be detailed enough that anyone can open the team laptop, turn on the robot, and get things working.

It may or may not be (I'm not sure), but the most recent connection problems (as recently as last night) were due to user-error (e.g., running the wrong script). A README (or other similar document) describing the pre-conditions and tasks necessary would help alleviate such problems ("It's not connecting!" ... "Did you follow the steps in the README?")
